MELBOURNE, October 29
The inter-State Labour Conference unanimously decided in favour of tho Commonwealth Constitution being altered to provide that no Australian can bo conscribetl for military service overseas. Mr Theodore (Premier of Queensland) previously had moved: "That Australia is not to be committed to military action in any circumstances by any authority whatsoever without the expressed approval of Parliament, except in cases of emergency, and, where Hme permits, of a referendum of the people." N Voting being even, Mr Theodore's motion, in accordance with the standing orders, was declared lost.
