BEFEREES' CONTEBENCE,
(rRESS ASSOCIATION TELEGRAM.)
WELLINGTON, Mtvy si. The Dominion conference of Rugby referees is being held here. Tho Hastings Rugby Referees' Association asked: •Can the ball be taken out o! the back row of the scrum?"
The president said that picking from tu> 3 scrum, namely, taking the ball out with the hand, was illegal, but it was quite in order for a half-back to use his foot in taking the ball from the Bcrum.
Air Mcffitt (Wellington) moved in connexion with the "knock-on" rule, which was deleted from the handbook in 1921, "If a player knocks on the ball, but recovers it before it reaches the ground, the game bo allowed to proceed." Tho president said that the interpretation had been taken out of the book last year on account of tho visit of the South Africans.
The motion was carried, and it wag decided to bring the rule- into force at once. Other matters dealt with by conference were thut the referee shall blow his whistle without waiting for an appeal in caßesf of the ball being kicked' wilfully behind the goal. line ; and that full penalties be imposed against wing-forwards. The decision of the New Zealand Appeal Committee as to the ten yards scrum ruJe applying to the touch-line between the 25 yards lines was confirmed.
The New Zealand Union is to be asked to communioate with the International Board for an interpretation of the role. The executive of the Rugby Refemeg' Association gave several rulings concerning the amended kicking into touch rule, and approval was given to the interpretation that in the event of a player taking a mark three yards outside his own 25 yards line, and retiring back into his own 25 to take the kick, and the ball dropping out on the full, n line-out should be ordered opposite, where th,a mark is taken.
The decision that in the event of a player receiving the ball outside his 25, and deliberately ruiining back behind it to Kick direct into touch, the line-out should be where the player received the ball, was not confirmed.
The conference confirmed the executive's rulings in the following cases:— "If a player in midfield makes a kick and the ball pitches into touch in his own 25, the advantage rule 13 to apply, and a lineout shall be ordered where the ball goes into touch."
"The new rule shall not apply to the kick-off."
"If a player, 'kicks the ball direct into touch, and in its flight it touches. an opponent, the line-out shall bo called wlitfre tho ball goes into touch." "la the interpretation of the new rule, tho touch judge only Bhould indicate where the ball goes into touch, tho refereo to decide whether tho ball landed in the field or in touch; if in doubt the referee to oonsult tho touch judge." N.Z. REFEREES' ASSOCIATION. Tho annual meeting of the New Zealand Rugby Referees' Association was held toaffiliation of the Waik&to, Buller, Taihape, and Waipa Associations wSs approved. A resolution was carried strongly t rgingoi the N.Z.R.U. that referees, accompanied by a lady, be given, free seats in_ the sta,nd at any matoh played under the jurisdiction of the New Zealand Union.
