The State Department has sent Notes to the eight Powers represented at the Washington Conference, advising the in that the United States is ready to exchange Treaty ratifications. (Received April 2nd, 11.5 p.m.) WASHLWIQN, April 1. The Federal Council of Churches of Christ has requested that special services he held in nonconformist churches throughout the countrv vomorrow to give thanks for the ratification of the Washington Conference treaties. After completing the programme of naval reduction provided under the Washington agreement, Japan will concentrate her fleet on the coast of the Japanese mainland.
