(Received April 2nd, 5.5 p.m.) LONDON, April 1. The Speaker lias given priority to tJie Labour amendment in the Genoa debate in the House of Commons on Monday. The amendment reads as follows:—"That, whilst approving of tho proposed international conference, tho House regrets that the scope of the proposed discussiou -at Genoa is so circumscribed that it must fall short of a, settlement of the political and economic evils which afflict Europe, and is of opinion that tho Government has not tho confidence of the country, or is not competent to represent the country." A FRENCH DECLARATION. (Received April 2nd, 11.5 p.m.) PARIS, April 1. During a debate in tho Chamber of Deputies M. Poincaro said, neither directly nor indirectly will France permit any revision of tho Versailles Treaty to be raised at Genoa. The British military pact was defective in two essentials, (1) there was no provision for French reciprocity, (2) the duration of a decade was insufficient. Negotiations on these points were proceeding with Great Britain.
