Shannon)' reported that the Masonic fraternity would undertake the *offi.cial part in connexion with the laying of the foundation stone on June 3rd. The principal officers of the English and New Zealand Masonic constitutions would participate, and members of the various lodges would be present. The stone would be laid with fitting ceremony jointly by R.W. Bros. Steer and Warnes, of Greymouth. R.W. Bro. Michel, of Hokitika, had been invited by Grand Lodge to deliver a Masonic oration. The Minister of Mines would be present and Bpeak on behalf of the Government, Mr T. E. Y, Seddon, M.P., would speak on behalf of the electorate, and the Hon. J. Grimmond, M.L.C., on behalf' of the Canterbury Education Board. According to evidence given in tho Supreme Court'in the case in which the possession of a Burwood farm was sued for, there are at least two. localities in Canterbury where a drain is not a drain in the ordinary meaning of the term. Witnesses stated that /the fact that some ot the drains on the farm in question were almost choked with vegetation really had the effect of making them more effective. Owing to the almost entire absence of fall, these, drains did little good in draining the land, but owing to the vegetation in them they retarded the inflow of tidal water from the river Avon, the form being situated on the law-lying portion of Burwood and subject to flooding from the river. The other locality in Canterbury where drains acted in a similar way was stated to be the lowlying lands on the shores of Lake Ellesmere. But for the retarding effect of the vegetation in the drains, .it was Btated that these lands would be subjeot to a greater amount of flooding than is, in present circumstances, the oase.
