Compere' request for information regarding the trade potentialities of Russia, pointed out that although the embargoes imposed on Russia had long been cancelled and Russia was able freely to enter into trade with Europe and America, the volume of such commerce waß. unimportant, due to Russia's inability to pay for imports. The Bolshevist Commissary of Foreign Trade had placed orders' totalling 6500 million dollars in Europe, the United States, .and Asia, but shipments had been negligible because the Bolsheviks were unable to pay cash or obtain credit. The Bolsheviks had not more than 175 million dollars' worth of gold in their possession, and the expenditure of this amount would not have a pronounced effect on American trade and industry, but would rot Russia of the hope of ever soundly reorganising her system of finance anc currency.
