THE HOME RULE ACT. A FINANCIAL HITCH. (By Cabla—Press Association—Copyright.) v AUitialion and N.Z. Cable Association.] LONDON, April 17. It is rumoured that a breakdown in the financial arrangements of the Home Rule Act, under which a first charge on Irish re\*enue will be a contribution of £18,000,000 towards Imperial expenditure, is causing delay in fixing a definite date for putting the Act into dperation. It is stated thai the Irish Administration would become bankrupt owing to the enormous increase in police expenditure and the decrease in revenue owing to the discontinuance of the excess profits duty. An amending Act regarding finance is considered necessary.
