TEPID BATHS.
EXTENSION WOBKS. The Baths Committee reported to the City Council last night that tihe following tenders were received for additions to the Tepid Bath premises:—G. L. Bull £598; N. MoGillivray, £619; B. Moore and Son, £658; A. F. W. Jones, £699- J. Smith, £699. The committee recommended that Mr Bull's tender be accepted. Cr J A. Flesher said he doubted whether'the Council' were justified in incurring the expense out of revenue. Cr. C. P. Agar said the work^ wasone of necessity and urgency. .InlOTttM private baths were taken, in 1918 o7UU 1919 8700, 1920 16,900. Cr. Armstrong urged that the matter should be referred to the Finance Committee before it came before the CounCr Flesher said the proposed expenditure was canital expenditure, and should not be paid for out of revenue. The Council's overdraft was already over £■loo,ooo, and that was largely caused by paying for permanent works out of revenue. The proper plan was to raise a loan for the purpose. Cr. Cooke said that according to the Council's own decision the question of incurring an ftpenditure of over £oo had first of nil to be referred to the Finance Committee. Cr. A. Williams said the general accounts should not be called on to pay for all sorts of capital expenditure. Cr. J. W. Boanland said the Council at a former meeting lhad committed itself to the work. He agreed, however, that the Council were spending money out of revenue which snould oe paid out of loan.
The proposal to refer the matter to the Finance Committee was rejected by 12 votes to 6, and the report as presented was adopted.
