EX-EMPEROR KARL.

The ex-Emperor Karl returned incognito to Budapest. He visited the Regent, Adrair.il Nicholas von Hortliy. The latter told Karl that his presence at such a time was a groat danger for Hungary, and urged him to retire to "West Hungary amongst the troops. Telegraphic and telephone communication with West Hungary is at present interrupted. The Hungarian Minister who is visiting Vienna has been recalled to Budapest.

[Writing on January 19th, the Vienna correspondent of the "Morning Post" said : —A new party has been founded in Hungary, under the leadership_ of Count Julius Andrassy. It consists of various sections of the National Assembly, including the intransigcant group of Christ'an Nationals, and a portion of the Christian Socialists who hold the same views on the monarchy question, namely, that- Hnnsary has nob yet regained lier right to the freo oloction of a King. The present strength of this party of Legitimists is estimated at 70. and as, according to the latest Budapest reports, Count Apponyi has also joined, tho rally of Legitimists seems to be complete. A coun-ter-movement by anti-Karlist elements, who are numerical'y far stronger in the National Assembly than the Legitimists, may be anticipated. • While several weeks ago Count Andrassy expressed the opinion that the reinstatement of the lawful King was a principal essential for the inner consolidation of Hungary, ho seems now to favour a postponement of the solution of tho drnastic question, ,in view of the opposition- to tile return of the Hopsburgs, both by the Entente and Hungary's neighbours.]
