BRITISH MINERS' WAGES.
OWNEES' OFFERS.

The coal-owners at Cannock Chase have offered the miners a wage for April of two and a quarter times that of July, 1914. The miners received the offer with great satisfaction. The owners in South Vales offered trio men wages on the 1915 standard during April. The men replied that they were not able to answer pending flie national conference in London to-morrow. (Received There is a new phase of the critical coal negotiations. Sir Robert Home,President of the Board of Trade, has accepted the miners' suggestion that he shou'ld meet them, but it is understood that his power to intervene successfully is circumscribed owing to tile men demanding a National Pool, which requires legislation. This the Government has already finally rejected.

LONDON, March 29. Twenty per cent, of the members of the Independent Labour whicj rejected tho conditions for affiliation with tnc Moscow Internationale have seceded for the purpose of joining theCommunists. , T Air Johnson, secretary of tho independent Labour Party statement that 20 tier cent, of the mem hers have seceded. He states that the votes for affiliation represents 10 per cent, of tho membership, and the fntnl secessions are not likely to reacn 1000.
