It is understood that Mr Hughes, Secretary of State, will shortly forward the American reply to the British Note regarding Mesopotamia, firmly supporting the position that the United States has not surrendered any rights or privileges obtained through the Allied victory over Germany, and otherwise reanlrraing the views expressed t>y Mr Bainbridge Colby, ex-Secrotary of State, in a previous Note. It is not believed that there will be any -serious controversy, but the new Administration intends earnestly to present the attitude of the United States in these matters.
