The.Premier, in an interview, stated that after Parliament is elected, a constitution will be drafted for all China. Civil and military administrations will be separated. The reduction of armies will be continued and the finances re- / organised. A foreign loan will not b© accented if tho conditions thereof infringe upon China's sovereignty or -involve political considerations.
