It is learned from a high authority that the State Department anticipated the Californian decision on the antiJapaneso referendum and tentatively reached an agreement with the Japanese Ambassador concerning the situation. It is understod ttaat it was agreed that a law should be enacted prohibiting the immigration ot Japanese to the United States, and, in return for this, Japanese in California would bo accorded full civil »"d property rights.
