The Government lias provisional]? decided on the distribution of 100 Bents in the now Tndian Parliament. In the Provinces there will be a hcavv prepondorencc of Indians over Europeans. Tho totnl in tlio Legislative Council will be:— Indians ... ... 49 Moslems ... or» Sikhs ... ... 2 Landowners ... ... 7 Whites ... ... n Indian Commerce ... 4 For the Council of State it is proposed thut tho elected seats shall be: Indians ... ... 21 Moslems <1 Sikhs ;;; \ Chambers of Commerce ... 2 It is proposed that the elections to tho Conned shall be direct, and that tho local Government shall frame tho franchise so as to yield nn electorate composed of men of wealth and j>osition. These proposals trill lx» submitted to an informal Advisory Committee, which will bo instituted for the purpose of consultation and reform. Proposals and criticism will he invited from the various political bodies.
