J. .Miller is at present on a tour of tho West Coast. BOROUGH COUNCIL. Tho Borough Council met last evening. Present —Tho Mayor (Mr \v. 1. Lester), Cre. G. Morris, J. T. Norton, G. Whit ford, G. Gov.cr, J. 11. Collins, J. Webb, and W. J. EJliott. , In opening tho proceedings the Mayor thanked tho Deputy-Mayor (Mr J. T. Norton) for tho ablo manner in which he had tarried out tho mayoral dutioa while ho (tho speaker) was in election work. Ho wa3 pleased to r,av that the prccont Conned was ono of tho happicct in New Zealand, and had less trouble with its etafi than moot Councils. Ho hcp:d that during tho coming year tho proceeding would continue to bo carried out in a harmonious manner. Cr. Norton returned thanks. Tho Under-Secrctary of Internal Affairs wrote that tho Council's request for gas masks or emoko helmets was receiving consideration. Tho Department of Agriculture notified that Lantuna (Lantana Oamora L.) had boon dcclarcd a noxious weed. Tho TVostport Coal Company wrote elating that owing to tho go-slow policy of tho minora tho company w,n compelled to advar.ro the prico of coal by 2a Cd per ton. Tho letter was referred to tho Lighting Committee to report, tho Mayor remarking that tho prioo of pis would probably have to bo increased in tho near future. The Lyttolton District nish School Committee asked that the Council undertako the work of ropairin™, rodrcssinti with tar and lino grit, the playground of the echooL. Tho reoucvit was agreed to on tho usual terms. Tho 'Lyttolton Harbour Board applied for l permit ion to quarry about 1000 tons of ntono at Officers' Point fir work nt the inner end of the eastern brrakwntcr. Council, moved that tho letter be referred to tho Finance Committee. Cr. Gowcr that to far as ho woe awaro tho Council had never expressed a wish for a maternity homo. Cr. Morris said thoro was already a pnvate maternity home in Lyttelton, and tho Council would, in any case, have to go to tho ratepayers for a fosm for tho Council's ehoio of tho cost. Tlio Mayor explained what took placo whon tho deputation waited on tho Minister in October. Tlio motion was aoeonded by Cr. Norton, and carried.
A motor-car driven bv Mr H. Bruhns, nttd conveying Constable Phillips to Nonthorn. Otacoj on Saturday, got out of control on tho steep hill near Mr IX Matheson's station, and after a zig-zag carcer overturned. The driver was thrown clear, and was unhurt. Tho corifitablo was thrown on a barb-wiro fence, the upturned car pinning him down. Tho constable had a narrow cscnpo from as tlie steering wheel Btruck within a few inches of his head. He was much brnisod about the head an/1 body, and suffered from shock, but fortunately escaped more serious injury through the weight of tho cat coming partlv on tho wire fence over which he was hanging.
