Tlie Unrmplovinont Insurance Bill extends insumnce against unemployment en a contributory basis to substantially the whole employed population between tho ages of 1C and 70. The total numhor of manual workers affected is estimnt'xl at 11,750.000, as compared with .1,300,000 covered by the I existing scheme. i Opportunity is given for industries to | contract out of the general schemo by j sotting up special schemes as may be | approved by tho Minister of Labour,: and which may give equal or superior i advantage*;. Agricultural and domestic service is not, included in tho scheme. Other oxceptions include persons other than nnnn.il labourers earning more than | £250 per year, employees of public I authorities, ooliev, railway servants, or employers of other statu to rv uijdertakinpr. whero such persons have rights under a statutory superannuation fund, making insuranco against unemployment unnecessary. Tho weekly contributions vary from threepence per week for girls, to sixpence per week for men, tho employee and employer contributing half each, with t.ho State adding a sum equal to one-third of those contributions. The rates of benefit vary from Gs per week for girls, to 15s per week for men. The scheme comes into operation on January 10th. 1 RON MOULDERS' STRIKE.
