Barbed wire ontnnrclemenfs have been erected round the Vice-Regal Lodgo at Ihiblin Castle. Phoonix Park is now closed at six o'clock in tho evening. A LIVERPOOL ARREST. LONDON, December 31. The arrest of an Irishman in Liverpool, charged with being in possession of a revolver, led to tho discovery of a quantity of arms and ammunition and Sinn Fein literature, supposed to be connected with a scheme to import nrms into Ireland.
