The Belgian delegation informed a meeting of Allied Socialists that they had been instructed not to participate in tho International Socialist Conleience at Berne. Mr Henderson am! two other British delegates, after protesting at the Belgian attiude, left the meeting. A REBUKE. (Australian and Orttlo Association.) (Renter's Telegrams.) (Received February 2nd, 5.5, p.m.) PARIS, January 30. - Labour leaders from Franco, England, America, Belgium, and Canada, ave discussing labour problems arising from the war. Conservative Labour circles regard this as a rebuke to the forthcoming Labour Socialist Conference at Berne.
