Watt, Acting-Prime Minister of Australia, to pool the Empire's war debt, has "been sympathetically received in the city, but some doubts are .expressed as to the possibility of its acceptance, mainly on the ground that Great Britain would be held responsible for the aggregate liability, while it would be virtually impossible, well as that Great Britain should exercise any control over the finances of the individual Dominions.
