Captain Tapper, Interaational Organiser for the Seamen's Union, stated that all parts of the world, except Austria and Germany, liad called a great mass meeting, to be held in London on February 24th, which would demand that the Kaiser be turned over to an international tribunal on a charge of piracy on the high seas.
