Herries, ActingMinister of Labour:— "I have to acknowledge receipt ol j your letter of the 10th ult., intimating the terms of a resolution passed at a meeting of your executive respecting the procedure of the Registrar of Industrial Unions regarding registration of ruk'S of unions under the Industrial Conciliation and Arbitration Act. ana requesting that a model and up-to-date set of rules be issued for the guidance oi proposed unions. 1 have malic enquiries into the realtor, and am informed by tho Registrar that the work of preparing a model set of rule# has been in hand for some considerable time, but owing to the depletion of the on account of the war it was (bund necessary to hold this important •work over for the present. Ycru will appreciate the Department's difficulty I when it i» explained that, since the war began, in addition to about fifty per cent, of tho iclorica! staff, the Dopartmtnt lias lost the services of five of its chief administrative officers, excepting the permanent bead himself. The particular officer who was engaged in tho preparation of the model rules i is still away on military service. In order, however, Jo obviate tho inconvenience to unions as, much as possible the Department forwarded on March 11th last a circular—copy of which is attached for your information—suggesting that the proposed rules of unions should be transmitted in typewritten form _£or revision before they are set up in" print. I think that if the unions, concerned adopt the course suggested in this circular pending the issue of the model rules no further inconvenience should be caused." In his letter to the Minister, Mr Renn referred to the expense and delay caused by the Registrar's frequent alterations in rules submitted by unions for his approval, and made the suggestion referred to. In the enclosed circular Mr F. W. Rowley, the Registrar, says that the Department will bo pleased in future to receive the proposed rules for revision in typewritten form, and details the procedure which will bo adopted.
