Tho Educational Institute, alter two days' discussion, passed a. resolution that salaries should be scheduled according to the grade list of touchers, the minimum for a qualified teacher CISO ner annum and tho maximum £600 provided that a further payment may be made for special service;£ Icm-; porary teachers should be paid £130 lei annum. , • Several amendments wore mo\ed in ' the direction of -making length of service, efficiency, and responsibility factors in determining pnyment, but tnc ro-olution was ultimately carried without amendment. It was,then resolved that tho grading should be m accoidance with efficiency and length oi service. • ' . . A resolution was also earned against; examining private schools and issuing certificates for public privileges, on the ground that the State had no.business to foster competitors with its own ' ih" Parkinson moved, regarding the appeal board, that Sections 338 to lib inclusive, of tho Education Act, iJli, shall subsist as heretofore. Auv teacher dissatisfied with any ruling of the Education ,Board .with respect to his grading, salary, promotion, suspension, transfer or dismissal, and who is a member of an incorporated society ol teachers, shall have the right of appeal to an Appeal Hoard to be constituted. I his Appeal Board shall consist of three: members, a stipendiary magistrate permanently appointed by the Minister, and one member of the Education Board) elected hv members of the incorporated society of teachers. The decision of the Appeal Board shall be final and binding on all parties. . The motion was amended in tho direction of providing for two elected repiesentatives to sit on men's cases, and) one on women's, and stipulating that the nominee of the Education_ Boardshall not be an inspector responsible for grading. The motion was carried.
