SUSPENSION OF HOSTILITIES. (Australian and N.Z. Cable Association.) (Received Januarv 14th, 1.15 a.m.) NEW YORK, January 13. The State Department announces that it has received a memorandum from the British Government, dated January 3rd, suggesting that tho United States and the Allies should ask all factions in Russia to suspend hostilities if the Allies suspend hostili- , ties.
