The inter-Allied petroleum Council has been visiting Scotland, during the past few days, attending the lormal inauguration of a pipeline laid across Scotland along the Clyde for the canal to secure a continuous supply of fuel oil for the British naval base at Rosytli' (says a cable message of November 22nd). The preliminary object of this pipeline, which can deliver one hundred tons of oil an hour and is the longest m Europe, is to avert the necessity of tank steamers going around Scotland to the east coast.
