INVESTMENT OF CAPITAL. (By Cable.—Press Association.—Copyright MELBOURNE, January 2. The Government is relaxing restrictions imposed on the investment of capital in new businosses. To date the authorities have handled 4397 applications for registrations of new companies, and sanctioned the issue of capital amounting to £59,585,000. The Government refused to register a company formed to establish aerial communication with Europe, stating that permission for such undertakings cannot be granted to private persons or companies. SOLDIERS' DEFERRED PAY. MELBOURNE, January 2. It is estimated that deferred pay to the Expeditionary Force will involve an expenditure of £12,000,000,
