The Board passed a resolution to vh<> effect that it did not think the Department should ask it to become a controlling authority, in respect to private schools over which it had no coQtrol, but as the classes were started this year on the assumption that capitation would bo granted, the Board consented to act as the controlling Authority this vear, applying the capitation as far as it would go to meet, liabilities incurred in connexion with the classes.
