DIFFICULTY REGARDING EXCHANGE. (By Cable.—Pre** Association.—Copyright.) (Beater's Telegram*.) (Received July 17thj 5.5 p.m.) THE HAGUE, July 16. At the final meeting of the conference regarding the exchange of prisoners, Lord Newton pointed out the difficulty of carrying out the agreement owing to peculiar circumstances, the chief being the difficulty of transport, as the Germans held by Britain were scattered throughout the globe. He expressed the hope that tho .provisions of the agreement would be liberally interpreted by both parties. (Australian and N.Z. Cable Association.) LONDON, July 11. In the House of Commons -Mr Bonar Law confirmed the report that the Prisoners of War Conferenoe at Tho Hague had reached an agreement, subject to ratification by their Governments. The question of the exchange of prisoners in Turkey would be taken up immediately.
