AMSTERDAM, July 6. _ Vorwaerts' supplements the Reichstag reports by saying that Heri oclieidemann demanded th%t .the Government should 'recognise Belgium's right to independence. Herr Ledebour said that the military party from the outset had aimed at world domination. The policy of annexations in tho East had endangored tfie world's future peace. He critfcisec the treatment of the population ot Ukraine and Finland, and pointed oui tnat tne Government promised to punish the authors of the Roumanian tortures. The Socialists expected the German torturers in Livonia to be similarly punished. Herr Kohn (Independent Socialist) denounced the treaty with Roumania. whiciiy he said, was undisguised robbery. The German foreign policy was made by the . army administration, which, was. talcing Russia's ships ■ and munitions in order to prepare for a now war, extending to India, j H . e 7 .. Kuhlmonn, replying, denied that the army controlled the Government, and added that an Indian campaign formed n 0 part of Germany's official policy.
