THE MAGISTRACY.
IMPORTANT CHANGES FORESHADOWED. (PRESS ASSOCIATION TELEGRAM.) WELLINGTON, July 4. Preparations for important changes in the Magistracy are nearly complete. It is anticipated that the Minister of Justice will bo ready to make an announcement by the end of the month. Meanwhile the vacancy caused by the death of Mr W. Kerr, of Napier, will be filled -within the next few days. The number of Magistrates is nominally only two short (by tho retirement of*Mr Kettle, and the death of Mr Kerr), but the actual shortage is extended by the appointments as chairmen of Military Service Boards and as Commissioners. The Boards have diverted at least six Magistrates from their ordinary duties, and at present two others have been engaged as Commissioners. Another factor is that the curtailment of the railway services has reduced the mobility of the Magistrates. Some of the Magistrates are just 'at the retiring age (65 years).
