The report of the Select Committee on Public Expenditure reveals the useless expenditure of nearly four millions sterling upon the. public shipyards. The Admiralty embarked on the scheme without any estimate of the cost. It was finally decided to establish thirty-four berths, at an average cost of £120,000 each, exclusive of the cost of land. Only a few berths were yet completed, though four million liad been spent. It was now found impossible to employ military labour or prisoners for the construction of ships as contemplated. . As civilian labour was practically unobtainable, it was decided not to build the ships in the national yards, but to develop the construction of fabricated ships in jyivat© yards.
