(PRESS ASSOCIATION TELEGRAM.) TIMARU, March 18. ' A resolution xras parsed to-day by the W.C.T.U. Convention, based on" the figures of the Minister of Public Health that there -were 2071 illegitimate births in five years, which demanded the raising of the age of consent to 21, the extension of the time limit for layii'l* criminal information, and the abolition of the plea of the belief that the girl was of the age of consent in palliation of an offence. At a temperance rally on Sunday evening, 52 new mombers' were enrolled.
