STATEMENT IN HOUSE OF COMMONS. (Reuter'a TelegTams.) LONDON. March 12. In the House of Commons, Mr Balfour said that the peace between Jvoumenia and the Central Powers had not vet boon ratified. The Government knew the enemy's terms before they were assented to, and deeply sympathised with Roumania's cruel position. It was certainly tho Government's duty to obtaiu at tho Peace Conference a revision of the harsh terms imposed on Roumania.
