The Government . has introduced a Bill into the Diet authorising the requisition of all munition factories for war purposes, and tho conscription of workmen employed therein. The China authorities havo authorised a foreign loan of ton million yen_ (about £1.000,000) to finance tho Siberian expedition. CHINESE TROOPS FOR SIBERIA. (Australian and N.Z. Cable Association.) (Renter's Telegrams.) TOKIO, March 11. It is understood that China will send dO,OOO troops to Siberia. RUSSIAN HEADQUARTERS. (Australian and N.Z. Cable Association.) TOKIO, March 11. A conference of prominent Russians at Peking is reported to huve selected Harbin as a temporary headquarters for tho Provisional Siberian Government. The question of Japan's intervention Continues to excite commont in the Press. It is recognised that fixing the limit of action compatible with what remains of Russia's sovereignty in Siberia presents a complex problem. The newspapers generally predict Japan's early intervention. A report from Tokio states that tho main opposition to intervention is entirely political, the Mensekai Party fearing that it will prolong the life of the Terauchi Cabinet. A proclamation in the nature of an Asiatic Monroe Doctrine is foreshadowed.
