The question of Japan's intervention Continues to excite commont in the Press. It is recognised that fixing the limit of action compatible with what remains of Russia's sovereignty in Siberia presents a complex problem. The newspapers generally predict Japan's early intervention. A report from Tokio states that tho main opposition to intervention is entirely political, the Mensekai Party fearing that it will prolong the life of the Terauchi Cabinet. A proclamation in the nature of an Asiatic Monroe Doctrine is foreshadowed.
