AFFAIRS IN SPAIN. A SENSATIONAL DECREE. (By Cable.—Preis Association.— Copyright) (Australian and' JJ.Z. Cable Association.) LONDON, March. 10. Tho "Daily Telegraph's" Madrid correspondent says that the Council or Ministers has approved of a royal decree authorising the expenditure of £8.000,000 sterling in increased offcors rpay, a large increase in the army, including one artillery and two infantry divisions; and also in strengthening the naval bases against invasion. - Tho nublic is astounded, believing that tho decree is unconstitutional. _ There has been nothing similar in Spain's political history. It is regarded as a heavy blow to the democracy. Don Gineno, Minister of the Navy, representing Count Romanones's section, resigned in protest, precipitating a Cabinet crisis. Cabinet resigned, and the King accepted Don Prieto's resignation.
