His day was March 7th, attd he is not iu camp yet. It is expected that he will go in early in tho week; indeed, thin is a certainty, because if ho is unwilling to tjo in ne will have to do so under compulsion. It is not by Arty means Go certain that ho will submit himself, like any other, citizcn, to tho Act when he gets there. It is more than likely that we shall hear somo more about Mr Webb after ho has gorto into camp. Wo may also hear some* thing ftom his friettds.
