An important contribution to thi; knowledge at our disposal regarding the submarine menace and tho methods being adopted by the naval authorities to combat it is made by the noteworthy speech of Sir Eric Geddes, published to-day, on. the recent progress made against tho enemy's U-boat warfare. The whole speech is an important statement of historic facts, and affords convincing proof that the campaign has
completely failed to achieve its main object, the starving of Britain. The recent enemy aggressiveness on tho "West front appears to have died down, and only minor raiding activities, mainly carried out by tho Allies, are, recorded. The news relating to Russia suggests that the peace treaty is being treated as a "scrap of papor" not only by the Russians but by the enemy, the cables indicating that tho Gorman advance continues, and that the evacuation of Petrograd has bogun.
