14th. published a Note to Germany, in which it was stated: "Manifestly submarines cannot be used against merchantmen, as the List few weeks have shown, without an inevitable violation of many sacred ( principles of justice and humanity." The Note called upon Germany to disavow v.ich acts, make reparation, and prevent a recurrnifc. The German Government treated this Note with scant respect, and did not answer it unt.l May 31st. The reply alleged that the Lusitania carried troops and ammunition. To this Note the United States replied on June 10th w;th a Note which led to the resignation of Mr \\ illiam Jennings Brvan, then Secretary of State, because he considered the document too warlike, though it was in actual fact les* vigorous than the Note of May 14th.
