The Labour correspondent ol" the "Daily Telegraph."' criticising the Inter-Allied Socialist Conference, says it is doubthi! whether all the delegates will endorse the application of the findings or the Conference to the claims of their own nationalities. The Independent Labour Party refused to participate in the Conference, because it was nroposed to exclude separate Socialist representation from future international meetings. American Labour intimated that the time had not come to parley with the enemy. Finally, the absence of the Dominions' delegates was deplorable. They could have presented the most important opinions upon the future possession of tile German colonies. The Dominions have given the best of their manhood, j and had every right to be consulted on a matter so vitally concerning their future existence. LEAGUE OF NATIONS PROPOSAL. (Australian and X.Z. Cable Association.) (Received February 26th,'11 p.m.) LONDON. February 25. Iho inter-Allied Socialist Conferenco moro precisely defined and gave greater prominence to the League of Nations proposal than tho British memorandum indicated. Besides the creation of a High Court to settle disputes, the Conference suggests the establishment of an International Legislature, in. which every civilised State may participate, to develop international legislation. The Conference made it clear that disannexation must precedo any plebiscites. Any German annexation in Livonia, Courland, and Lithuania, was 1 a flagrant violation of international law.
