Sir William Mercer lias been appointed Chairman of the Pacific Cable Board. Sir William Hepworth Mercer, K.C.M.G., cr. 1914, C.M.G. 1902, has been one of the Crown Agents for the Colonies since 190 D. He was born iu 1855, and educated at Wadliam College, Oxford. He was called to the Bar in 1886, was secretary to the Earl of Jersey, Ottawa, in 1894; and went on a spccial Mission to Hawaii, with Sir Sandford Fleming, in 1894. He . was assistant-private secretary to Lord ; Ripon 189.5; lo Mr Chamberlain 1895. , He was first-class clerk, 1896, and j subsequently, in the same year, secre- ; tarv to the Pacific Cable Committee, j He roso to the position of Principal i Clerk in IS9S, and became a memtjer of the Pacific Cable Board in 1901.
