The Mexico City correspondent of tho "New York Times" states that 1000 Japanese have sailed for Japan, foreshadowing Japan's more active participation in tho war. Dr. lyenaga, in a speech, at New York, said : "Japan is ready to send an army to Russia at a moment's notice, and merely awaits the Allies' signal." CHINA AND ENEMY ALIENS. PEKING, February 20. The Entente Powers are pressing the Government to deport enemy subjects. It is expected that China will consent. A recent message stated: With the exception of the Premier, who has proGerman leanings. Cabinet is willing to agree to the diplomats' request to deport enemy subjects. ATTITUDE OF FRENCH LABOUR. PARIS, February 20. The National Labour Conference overwhelmingly accepted the British Labour programme for Wednesday's London Conference, with two amendments: (1) Condemning the capitalist colonial policy, and insisting on self-government for all peoples who have a sufficient degree of civilisation; and (2> Demanding" the restitution of Alsace-Lorraine, the Conference regarding this not as a question of territory but of right. M. Vanderve'.de, Belgian Socialist leader, interviewed by the "Petit Journal." discussing the Continental Socialists' general agreement with British Labour war aims, said : "We shall submit a formula for a democratie poace to the Socialists of tho Central Empires. If they reject or refuse to impose it on their Emperors, we shall have arrived at- a state of bankruptcy of ideas."
