LADYSMITH HALF SUBMERGED. (By Cible—Press Association—Copyright.) (Reuter'a Telegrams.) Received February 20th, 9.20 p.m.) CAPETOWN, February 19. In the Assembly General Botha announced that as the result of floods at Ladysmith half the town was submerged. With reference to tho Zululand floods tho village of Umfolosi was swept away, excepting five buildings. Of 65 European residents 23 were saved.

Mr H. Burton (Minister of Railways), introducing the llailwoy Budget, estimated that tho year 1918-19 would end with a deficit of £968,000, to meat which railway rates must b© increased.
