The editor of the "Bourse Gazette," in a special message to the London newspapers, sums up the existing condition of affairs in Russia. The message states that- the union of the Government and the «A-rmv, ■which includes the high commands as well as officers and men, is strengthening daily. The Army is prepared to support the Government against any danger from whatever source. The idea of a Constitutional monarchy is discredited among the niassos of the people. All classes desire a democratical republic and vast social reforms, especially agrarian. 'Perfect order exists throughout the country. The Government has decided to requisition food supplies, introducing State monopoly of corn. Success is assured for the forthcoming liberty loan. Both the Orthodox and Catholic clergy support the loan.

CRISIS BECOMES ACUTE. LABOUR DEPUTIES AND* PEACE. NEGOTIATIONS WITH GERMANY. SOLDIERS' DEPUTIES DEMAND PEACE. ("The Tiroes.") (Received April 12th, 12.40 a.m.) PETROGRAD, April 10. Tlie internal crisis is assuming an acutc form. The Committee of Labour Deputies officially notifies the formation of a Committee on Foreign Rolations to open direct peace negotiations with, the enemy. For this purpose a deputation is coing ta Stockholm. The Committee demands that their representatives be given voice in directing operations at the front. The Committee of tho Soldiers' Deputies publishes what it terms its fundamental programme, declaring that while not repudiating active defence we demand 'immediate and united peace negotiations among all belligerents, and a propaganda among tho masses, with a view to terminating a wax which benefits only the bourgeoiserie."

Relations between tho moderate and extreme elements in tho revolution aro losing their acuteness and becoming cordial. All parties will continuo to support the Government. NO SEPARATE PEACE. RUSSIA AND CONSTANTINOPLE. 'PETr"OGRAD, April 10. M. Kerensky has officially doclarod that M. l Miliukofffs statement that Russia desired Constantinople does not represent the Provisional Government's point of view, M. Kerensky, who is Vice-President of the Council of Soldiers' and Workers' Deputies, further declares that the Labourites, while realising that a Russian defeat will mean the defeat of Russian freedom, are willing only to conduct a war of defence, and renounce absolutely any desire for Constantinople, and by a majority have asked the Government to oxpress its readiness to conclude a peace when all tho Powers agree to relinquish their ideas of annexation and indemnity. M. Kerensky adds: "If tho German Socialists think we are going to make a separate peace, they are bitterlv mistaken."

AN UNCONFIRMED REPORT.

PETROGRAD. April 10. An unofficial and unconfirmed report states that the Provisional Government has announced the relinquishment of Russia's claim to Constantinople a.s part of her price of peace.
