BRITISH LABOUR'S CONGRATULATIONS. LONDON, April 4. A deputation of Labour members is going to Russia to request tho Government to convey their congratulations to their Russian comrades. Tho Government has received no communication from the new Russian Government to the effcct that they are anxious to modify the demand for the expulsion of the Turk from Europe, which is one of the conditions of the Allies' terms of peace.
