(Reuter'a Telegrams.) PETROGRAD, November 15. Owing to tht> severe treatment accorded to Russian officer prisoners in Germany, the War .Minister has instructed every district military authority in Ru.'sia immediately to treat nil German officer prisoners as common war prisoners, also forbidding them postal communication, the officers to be told that this reprisal will only be revoked on official information from Germany that Russian'officers there are being properly treated.
