GERMANY AND LUXEMBURG'S RUSSIAN MINISTER. ST. PETERSBURG, Apgust V. It is reported that whon Baron Pourtales, German Ambassador, after presenting the ultimatum, a-skod in * voice trembling with emotion, if Russia agreed to Germany's demands, M. Sazonoff replied with a silence which meant refusal. Baron Pourtales asked a rsccond and a third time, and finally departed crestfallen, leaving behind him the text of his prepared answers to quostions. Ono of these recorded German satisfaction at Russia's hypothetical surrender.
