The Council strongiy objected to tne Tramway Board throwing the responsibilitr cf collecting the sped* l raws on the borough. . The need for adequate means or fare prevention in the borough was discussed at §ome length. In this connexion it was pointed out by Councillors that nothing could be done till there was' a high-pressare water eopplj in the borough.
