"At too annual conference of the National Federation of Enginemen and Stokers, tho president (Mr Watson) deprecated the policy of "down tools." Tom Mann and James juarkin had led men on to tho battlelleld disorganised, with empty stomachs, and without weapons, to fight capitalistic opponents armed to the teeth. In the franchise tho workers had a far more effective •weapon than tho strike.
