AN ARBITRARY DECREE.

As a sequel to tho triumphal return of the famous runner Kolehmainen from America, tho Russian Government has decreed that athletes from Finland will only bo allowed to participate in th© Olympic Games as Russians. The Finnish Olympic Committee will probably bo dissolved.
