Dr. Dillon, the "Daily Telegraph's ,, correspondent at Durazzo, . says that want of tact on the part of Major Sley, a Dutch officer, was largely responsible for tho crisis. The King was not informed by. the Cabinet of tho measures prepared* against Essad Pasha, who strongly mistrusted Major Sley. Tho latter has quitted Albania.
The Dutch officers expected to crush tho rising with the Malissori's aid, lniwero disappointed. The King, nlarmed oy the accounts of thousands of fana•ical Moslems at the city's gates, fled. The officials of the foreign Powers Jiared in the panic in good faith.
