LOCAL BILL., !IN THE HATTER of,a proposed Bill or Act, J intitukd "The Christchurch Milk Supply and Markets Act, 19H." ~.-.■ pjURSUANT to the - provisions of the '.J- Standing O ders of the.House of Representatives, ■ -rolat.ng. to Local Billa, the Christchurch City Council hereby gives notice that application wiil bu made to the General Assembly'of New. Zealand, in Parliament assembled, at it 3 present eeseion, for leave to introduce a Bill intituled "The Christchurch Milk Supply and Markets Act, 1914." The object of the proposed Bill ie to tnab'e the Christchurch City Council: (1) To control and regulate the milk bud--1 ply of the- City. (2) To undertake tho sale and distribution of milk to the exclusion of all otb<-r suppliers of tniik, and to carry .on the business of dealing in milk and milk products. (3) To control sales of fi»h in any market erected or provided by the City. The foregoing objects are to be attained by providing: — 1. That the Council may establish milk stations for any of tho foregoing pur r 'vs: may buy and sell milk and milk products, and provide cocl storage for same. 2. That plana of rn-Jk etations shall be submitted to the Mhr'ster of Public Health for approval in the first instance, and that on completion of milk station it shall be publicly advertised as available for testing milk. 3. That no milk shrill bo passed which does not reach the standard nresc-ibed by regulations under the "Sa'e of Feed and Drugs Act. 1908"; tlmt milk found to be unfit for food' shall be destroyed; that milk not reaching the standard, but otherwise good, shall be separated; that no milk ehal] be sold, cr kept for sale, which h"as not been tested and paerod at a Milk Station. 4. That by. epecial order the Council may undertake- the distribution and sale of milk, and prohibit private individuals from co doing,-and may contract w.th other persons lor such dstribution and sac. 5. That the. Council may appoint managers, inspectors, etc., may construct, lease, or purebase, and thereafter maintain the buildiiee. plant, machine y, railway sidings, or other fixed or movabla appliances, and may sell same when no longer required. 6. That the Council may establish ana equ:p outside of as well as within the C : tv chamber for free-zinj or cool storage for "all articVa of food. 7. That the Council, may by epecial order require all sales of fi.-h in wholesale quantities or by auction, to be raado in any market established by the Council under the "Municipal Corporations Act, 1905." and that thereafter_ it shall net be lawful tor anyone to sell fish, wholesale or by auction save in such market. 8. That no fish shall be sold unless earce has been inspected at such market a.nd certined a3 dt for human food. 0. That the Council may defray the cost of establishing, equipping, and maintaining xnilW stations, f;ee:ing acd cool chambers, and markets, out of its genera 1 funds'; and that the establishing acd equipping thereof, bat not the maintenance thereof, shall be deemed to be a. public work tv.thin the meaning of the "Local Bodice Loans Act, 1513," and"th<» Council may from time to time raise money by way ot special loan under the said Act 10. That every persoa conarnitting any breach of this Act, or obstructing or resisting any officer appointed thereunder, or refusing to give information, or giving false- reformation to enquiry made by such officer shall be Ha-bfa to" a penalty not exoeedia-' £JO. ° 11.
